What is an Asbestos register management plan?

 Asbestos is a naturally occurring mineral rock made up of many small, strong fibers. These fibers are highly resistant to heat, fire and chemicals which once made it a popular material for:

  • asbestos-cement cladding and roofing
  • backing material for floor tiles and vinyl sheets
  • insulation board for thermal protection (eg, around fireplaces)
  • textured ceilings and sprayed-on wall surfaces
  • lagging for insulation around pipes, heaters and hot water cylinders

Asbestos was mainly imported and used in New Zealand before the 1980s. Once the health risks of asbestos were known, its use was gradually stopped, and other materials used instead.


Recent legislation, particularly the ‘Health and Safety at Work Act 2015’ and the ‘Health and Safety at Work (Asbestos) Regulations 2016’ introduced the concept of a ‘Person Conducting a Business or Undertaking’ (a PCBU) and firmly places the responsibility for proactive management of workplace health and safety on the PCBU. This includes the management of asbestos in the workplace.

Who needs an Asbestos register management plan?

If you own or manage a workplace (a commercial or industrial building) constructed before 31 December 1999 then under this new legislation you will require an Asbestos Register and Management Plan for that workplace. Failure to implement these systems can result in heavy penalties.

An Asbestos Register and Management Plan is a document which lists:

  • all known occurrences of asbestos containing materials and potential asbestos containing materials within the workplace,
  • the location of the asbestos containing material (ACM)
  • the condition of the asbestos containing material
  • a description of the asbestos containing material
  • how/if it has been controlled
  • how it may be disturbed and emergency procedures to be followed if that happens.
  • procedures for safely managing identified actual or potential asbestos containing material, through either controlled onsite maintenance or removal from site.

The purpose of the management plan is to ensure all possible and practical steps are taken to prevent or minimize the risk of asbestos exposure to building occupants and site maintenance workers. Asbestos Registers and Management Plans must be held on site at the Workplace for the use of any trades, maintenance and utility service providers.
